How? What? WHAT?!

Received this story from a associate today.

"We have a partner that manages a large ######. The ISP was scheduled to update the bandwidth on one of their connections from 100mbps to 1000mbps. This would require a media change and the installation of a new SMF module. 
First, the partner schedule with less than 36 hours notice for a 5AM cut-over.
Then, the partner cancelled at 5:30AM the day of the cut-over due to not having the parts.
Lastly, the partner showed up 3 days later to do the cut-over WITH the ISP people in tow.
We got an angry call from the onsite tech asking why it wasn't ready at 6AM in the morning.
Then we got an angry call from the owner asking what was going on.
Then both the tech and owner blamed the ####### personnel for not communicating the installation time.
This was their client... and their client didn't schedule a time through their vendor?"

Makes me wonder what people are thinking… it must be some magic communication device they are using to communicate with each other…
